Actually, .gov domains are administered by the GSA, and agency within the government. GoDaddy.com and other private sector site can't claim these domains (similaryly, you can't claim an .edu domain unless you are an accredited agency registered with the US Dept of Education). And for these placeholder sites, it is because it takes a long time to register and establish the domain, but relatively quick to put up a website. So it is for the sake of time and convenience that they registered these domains first and build the sites later.

Did GoDaddy get ahold of the .gov tld and start selling domain names to Obama for cheap?
First there was change.gov, then recovery.gov, now financialstability.gov.
What's next? utopia.gov? unconditionallove.gov? worldpeace.gov? allyourtroubleswillbesolvedbytheobammessiah.gov?
